Abstract: The persistence of poverty in Nigeria and the deepening failure of development initiatives have reopened the search for viable development strategies. This is due to the inability of the pro-market changes (SAP) under the Washington consent to take Nigeria out of its economic strangulations and fundamental structural defects. Indices of poverty, inequality, unemployment and environmental degradation have continued to grow worse. Available literature blames it on low technology, poor data system, sequential healthcare worker’s industrial actions and Bokoharam insurgency and kidnapping in the south. However, the successes of the developmental states of North East Asia in the achievement of the sustainable development goals has renewed interest in policy circles and academic discourse in replicating the idea of the developmental state in Nigeria. It is based on the above premise that the researcher intends to investigate the place of the state as a key institutional factor in the development process. To achieve this, the study employed the developmental state theoretical model as a tool of analysis with keen interest on state institutions. The approach considers the state as the basic actor in economic growth and development. The study was conducted through a documentary research design. It’s purely qualitative. Data was gathered through secondary source while comparative and institutional analysis was used to analyze data. The work showed the impact of state autonomy and its capacity on market growth, stabilization, economic growth and development. This in turn impacts on poverty, wealth creation and environmental conservation/protection especially from the very poorest, who are left with no choice but to destroy the environment. It recommends that the Nigerian state should champion her development policy designs and execution, create a strong, autonomous, small, less expensive, trained and competent state bureaucracy on the basis of merit, build a strong consensus relationship between the state and the market to accelerate economic development and purposeful politics through an effective state capacity and capability expansion. These are recommended as most likely means for the birth of a developmental state. Thus, confronting the 21th century development challenges and by extension achieving the sustainable development goals in Nigeria.

Abstract: Better life is the first requirement of every people and for this a healthier environment is needed. Municipal solid waste is a serious environmental hazard and social problem in Bangladesh. But the Rajshahi city dwellers are not lucky for this because Municipal authorities acknowledge the importance of adequate solid waste collection and disposal as well as resource recovery. Therefore solid waste is indiscriminate by dumped on dumped in open spaces, streets, and drains, clogging the drainage system which causes serious health risks and degradation of the living environment. It has been found that about 170 tons of solid wastes of different types are being generated daily in Rajshahi. This paper aims to review the recent solid waste scenario in Rajshahi City Corporation. Finally, this paper will propose some probable measures for its management. Participatory Rural Appraisal approach (PRA) is applied to involve community people in solid waste management. This study to identify the existing condition of the solid waste management system by Resource map, Mobility map PRA tools and find out the problem by pairwise ranking matrix, cause-effect diagram PRA tools. There is also finding out possible solutions to a solid waste management system by SWOT analysis and Dream map. Findings from the study show that the Municipality, which is the sole provider of the solid waste management services neither performed this service efficiently nor fully involved the community to support it. This study thus underscores the importance of community participation by bringing together the Municipality and the local community in the participatory forum to discuss solid waste management problems and suggest appropriate solutions.

Abstract: Providing drinking water in the wetland area of the Niger Delta has been a lingering problem for a number of reasons, chief among which is providing the infrastructure for water supply and maintainability of such facilities, given the general culture of negligence and penchant for vandalization of public facilities. This study aimed to assess the facilities at the Port Harcourt Water Corporation (PHWC) to ascertain the fitness to deliver water of satisfactory quality to the city. This survey focused on taking an inventory of PHWC facilities at Rumuola main Water station, Eagle Island Water Station, Borokiri Sandfill Water Station, Diobu Water Station, Earnest Ikoli Water Station, GRA Omerelu Street Water Station, Moscow Road Water Station, Elelenwo Water Station, Rumuokwurushi Water Station and Trans Amadi Water Station. On the state of facilities used by PHWC, it was observed that preponderance of the facilities were poorly maintained, overgrown with weeds, underutilized and were at various degrees of dilapidation and working below capacities except for Moscow Road Water Station which is fairly maintained and currently supplies water to some areas. As a recommendation, the planned Port Harcourt Water Supply and Sanitation Project (PHWSSP) should be pursued to completion and improvement to the facilities made urgently.
